dc.description.abstractThe purpose of the study was to assess how the procurement process and performance of the procurement function in the Local Government. The study focused in assessing the time delivery of the product and quality of the procuring items in relation with the existing Procurement Act of Uganda and Policy and they are related in the procurement process. The study adopted the descriptive or qualitative research methodology employing a case study research design. A population of 123 respondents was selected from some selected departments of user, Finance department, Procurement Department, Trade & Commerce, Human Resource, Planning Unit, Production Unit, Health Unit, Education Unit, Audit Unit, Natural resource unit, works and Technical Service, Community based services, within the Adjumani Local Government in Uganda using simple random from the user department and purposive sampling from the rest Twelve departments. The findings of the study revealed a significant and positive relationship between the procurement process and its Performance in the time delivery and the quality of the procuring items. The study recommended that Public Procurement Act (PPA) should adopt strong policy measures on the procurement process since the policy to a large extent show the ways how to act in order to perform better.en_US
