Abstract: | This study examined the challenges influencing primary schools in implementing universal primary education in Hoima district: a case study of Hoima City. The study objectives were; to find out the extent to which the existing schools ‘physical infrastructure influence UPE implementation in the primary schools in Hoima city; To analyze the motivation level of teachers in the implementation UPE in Hoima city, and to suggest possible measures to mitigate the challenges associated with UPE implementation in Hoima Oil City. The study used a descriptive survey research design with both qualitative and quantitative approaches. Using random and purposive sampling techniques, the study selected 81 respondents. The study findings were; that the existing schools ‘physical infrastructure influence UPE implementation in the primary schools in Hoima city, that the motivation level of teachers influence the implementation UPE in Hoima city, the suggested possible measures to mitigate the challenges associated with UPE implementation in Hoima Oil City were as follows; thus, respondents agreed that the strategies to mitigate the inadequate implementation of UPE in primary schools of Hoima city are, Encouraging Hoima Oil City's department of education to increase funds allocated for primary education, Sensitizing the local people about relevance of primary education, Providing instructional materials in primary schools, Increasing on the number of primary schools, and Increasing number of teachers in primary schools. The study recommended the Ministry of Education to conduct rigorous supervision, ensure that teacher motivation is guaranteed through remuneration, provision of scholastic materials and classrooms among other challenges, and also the study suggested different strategies to mitigate the challenges facing UPE implementation of UPE in Hoima City. |
