dc.description.abstractThe study was about the influence of organizational structures on service delivery at of National Animal Genetic Resources Center and Data Bank. This was guided by objectives namely, to identify the administration and management structure, to analyze the ways in which administration and management structure influence service delivery, and to examine the strategies for enhancing service delivery by the administration and management of National Animal Genetic Resources Center and Data Bank. Using largely quantitative approach on a sample of 63 respondents, the study revealed that the existing bureaucratic system enables better communication of orders, because communication is an integral part of any organizational structure for communicating the plans to ensure effective service, the finding also found out that there is a functional hierarchical structure in place which ensure total quality management in the organization which is meant to promote proper organizational planning, implementation and organizational development. The study opined that the existing bureaucratic structures have a certain degree of standardization. The findings showed that organization’s management rewards ethical behavior like compliance with accountability for the finances, and punish unethical behavior such as by suspending the worker, The study discovered that the NAGRC&DB has a functional and operational system in place for ensuring that a centralized unit will deal with human resources management and information that is managing all the crosscutting elements found in all departments of the public administration for better service delivery. The study also indicates that management involves the combination of people, technology, job tasks, other resources, and coordination so as to effectively achieve organizational objectives, so management functions are based on a common philosophy and approach. Finally, the study concluded that there is a well cultivated and cultured relationship between organizational structure and service delivery in order to ensure coherent operations in the organization. The study recommended that there should be development of clear organizational goals which ensure long-term survival and development of the organization. The strategy should also specify how managers should allocate resources to reach the long-term goals of their organization for the better performance and service delivery. There should be development of cost leadership and differentiation strategies designed to target industry-wide markets for better service delivery using well qualified and ethical management and staff, hence employee ethics within Organizational structure should be enhanced for the better and timely delivery of quality service delivery in local governments for example of National Animal Genetic Resources Center and Data Bank and elsewhere, and the organization structure should be modified so as to incorporate the interests of internal and external stakeholders such as suppliers, customers, competitors, government regulatory agencies, public pressure groups, and the like. Managers must deal with the changes in both the internal and external environment by adjusting the organizational structure for better service delivery.en_US
