Abstract:
The study was set to examine Human Resource Planning and Organizational Performance of Non-Governmental Organizations in South Sudan, using a case of the South Sudan Red Cross. The study focused on three specific objectives: To examine whether Human Resource Demand Forecasting influence Organizational Performance, to examine whether Human Resource organizational objectives are properly implemented to ensure organizational performance, and to assess whether workload analysis improves organizational performance of SSRC.
The study used a population of 110 staffs from SSRC and a sample of 98 respondents was selected using Neumann’s formula. Though, 88 respondents returned questionnaires foe analysis. Descriptive and case study research designs were employed and both quantitative and qualitative approaches of data collection were used. Data were analyzed using descriptive statistics, Pearson correlation, coefficient, regression analysis, and analysis of variance (ANOVA); where the statistics proved that R=.0806; significance level was found and the hypothesis testing proved that there is a positive relationship between HRP and Organizational Performance of SSRC.
The study findings revealed that the correlation result of r=0.784, P<0.000 proved that there is a significant relationship between HR demand forecasting and organizational performance in SSRC; correlation results of r=0.886, P<0.000 indicates that there is a significant and positive relationship between HR and organizational performance. Findings of Pearson correlation of (R=.716, p<0.000) indicates that there is a significant relationship between workload analysis and organizational performance.
The study concluded that planning for human resources helped SSRC to prevent shortages or surpluses of labor while ensuring the best possible match between employees and positions. Human resource carried out the planning aspects of the personnel function in order to have a sufficient supply of worker who are appropriately developed and motivated to carry out the duties and tasks necessary to meet SSRC objectives
The study recommends that South Sudan Red Cross should ensure that Human Resource Planning is mainstreamed in the overall strategic goals and a budget provided for it. This will control the HR planning challenges and ensure that critical positions are not left vacant considering the employees.
